近年来,新能源汽车产业进入快速发展阶段。2015年,国内新能源汽车产销约38万辆,总体保有量规模达到50万辆的既定目标,“十三五”期间总产销有望突破500万辆。借助《中国制造2025》和“互联网+”等国家战略的深入推进,新能源汽车产业在“十三五”期间将会出现新的竞争形势、面临新的问题和业态模式。
目前,新能源汽车和关键零部件企业在产品研发标准化体系、测试评价流程与验证手段、生产过程一致性检测方法和设备等方面,尤其是针对产品的可靠性和安全性测试评价要求亟需完善,国家政府、各地推广应用及监管部门同样亟待加强对产品准入和实际运行性能状况的监管。例如新能源公交车辆运行安全监控和事故预警、“骗补”行为等,由产品质量本身引发的产业健康发展问题受到各方高度关注。此外,整车智能化、电动化、低碳化和信息化日趋迫切,依托完善的强制性法规标准体系,建立健全行业企业研发性测试评价能力成为行业重中之重。
面临新的趋势与机遇挑战,国家主管部门在新能源汽车企业和产品准入监管方面陆续推出针对性政策法规,切实推进生产一致性监督检查,组建国家级共性研发测试平台;地方政府对新能源车辆实际运行状况、车辆充换电等运营安全问题高度关注;整车和关键部件企业不断提高正向研发和测试评价技术能力体系建设,提升产品技术先进性、可靠性和安全性,满足消费市场要求。新能源汽车产业的健康可持续发展不仅依靠政府的支持,根源还在于产品。整车及部件产品必须经过科学系统的设计研发和测试验证,已经成为行业共识。
中国汽车技术研究中心作为国家级汽车行业技术归口单位和第三方权威服务机构,2013~2015年连续三年成功举办“国际电动汽车及关键部件测评研讨会”,面向主流新能源汽车及关键零部件企业,在标准法规测评、新产品开发、产业化工程应用和市场化运营过程中,针对产品测试评价所涉及的技术、方法、流程和应用经验等进行深入探讨与交流,搭建细分领域高水平行业平台,收获众多参考成果,获得行业内高度关注和一致认可。
2016年,中国汽车技术研究中心将于5月18~20日于江苏常州召开第四届“国际电动汽车及关键部件测评研讨会”。研讨会将邀请行业领导和测试开发领域专家,与国内外主流新能源汽车企业高层、技术负责人、研发验证部门主管、法规认证部门主管以及市场运营部门主管等,以“测试评价助推产品技术升级”为主题。聚焦整车及关键部件研发性测试评价,重点开展“整车级测试评价技术”、“动力电池系统测试评价技术”、“驱动系统测试评价技术”、“充电系统测试评价技术”四大技术领域深入解析。
研讨会将结合最新行业热点,从新能源汽车检测测试工况、企业及产品准入政策法规、整车主客观实证测评(EV-TEST)、智能网联汽车、新能源车辆安全运行监控、动力电池系统开发测试等话题展开深度研讨。旨在为新能源汽车整车及全产业链关键零部件技术升级提供指导建议,为行业在测试评价技术领域搭建一个有效、权威的沟通交流平台,促进新能源汽车产业技术升级和消费市场继续健康发展。

In recent years, the new energy automotive industry has entered a rapid development stage. The quantity of production and sales for domestic new energy automobiles reaches 0.38 million in 2015, with total vehicle ownership reaching the set goal of 0.5 million. In the period of the "13th Five-Year”, the total quantity of vehicle production and sales is expected to exceed 500 million. With the help of further promotion of "Made in China 2025" and "Internet plus" and other national strategies, a new competitive situation will appear in the new energy automotive industry and people will face new problems and format mode in the "13th Five-Year" period.,
At present, the new energy vehicles and key parts enterprises need to be improved and perfected in the aspeCTS of standardization system of product R&D, test evaluation process and verification means, consistency detection method of production process, and equipment etc, especially for the requirement of test and evaluation on the reliability and security of products, and national governments as well as local application promotion and supervision authorities should also strengthen the supervision for product access and actual operating performance, e.g., safety monitoring and early warning for new energy bus operation, “swindling subsidy” behavior etc and the high focus of all sides on the problems of industry healthy development caused by the quality of product itself. In addition, it is becoming more urgent to develop Smart electric vehicles with low-carbon and information performance. It becomes a top priority of the industry to build and improve the test and evaluation ability of the industry and enterprises in the aspect of research and development on the basis of the perfect standard system of mandatory regulations.
Facing the new trend, opportunities and challenges, the competent authorities of the state launches the targeted policies and regulations successively in the aspect of supervision on the access of new energy automobile enterprises and products, effectively promotes the supervision and inspection of production consistency, and establish the national-level common R&D test platform; the local governments highly concern the actual operating conditions of new energy vehicles, electric vehicle charging and other operational safety issues; the vehicle and key components enterprises will continue to improve the capability system construction of positive R&D and test & evaluation technology, improve the advancement, reliability and safety of product technology to meet the requirements of consumer market. The healthy and sustainable development of new energy automotive industry not only depends on the support of the governments, but also the root source lies in the products. The vehicle and parts products must be based on scientific and systematic design and development, test and verification, which have become the industry consensus.
As a national-level unit in charge of automobile industry technology and third party service institution, China Automotive Technology & Research Center organized successfully the “The International Seminar on Electric Vehicle and Key Component Testing” for consecutive three years from 2013 to 2015. In the workshop, the participants including representatives from the main new energy vehicles and key parts enterprises deeply discussed and exchanged their ideas such as technologies, approaches, procedures and application experiences etc relevant to the products test and evaluation in the aspects of test and evaluation of standard regulations, new products development, industrial engineering application and market operation process etc. The workshop built a high-level industrial platform of segment sectors and achieved a number of reference results, receiving high attention and consistent approval from the industry.
